The National Road Safety Observatory is one of JUSTICIA’s projects in cooperation with the National Road Safety Council.
Overview:
Reliable safety and traffic data are essential to assess the full nature of the road safety problem, measure the real economic costs associated with road crashes, and design the most cost-effective road safety interventions.
Responding to this need, a professional team from JUSTICIA expanded their scope of activities through the establishment of the National Road Safety Observatory – a network of the private sector and stakeholders’ representatives to share and exchange road safety data and experience in order to reduce traffic injuries across Lebanon and Arab countries.
Building on the successful regional observatories model in many benchmark countries like Sweden and the Netherlands, our observatory is paving the way toward a safer MENA.
Objectives:
Our observatory main objective is to provide reliable and comparable data on road crashes, in-depth analysis, and information on road safety practices and policies in Lebanon.
The most prominent products will be statistical reports placed at the disposal of professionals and the public so that any intervention can be built upon.
The shortfall in describing the image of road safety must be filled based on clear performance indicators through:
1. Measuring progress towards reducing deaths and serious injuries on Lebanese roads.
2. Identifying and analyzing road safety problems.
3. Developing and evaluating the effectiveness of road safety measures at the national level.
4. Facilitating the exchange of information and expertise experience with countries and competent institutions.
Goals:
In the medium and long term, the Observatory aims at:
1. Raising the level of road safety on the policy and political agenda.
2. Stating the importance of road safety as a human right according to the New Delhi and Montreal Declarations 2000 and 2002.
3. Enhancing the role of legislation in developing behaviors and building legislative frameworks for road safety.
4. Creating incentives for better road safety performance.
5. Helping Lebanon to improve data as required by the WHO monitoring process.
